The Marz Tactical Gear Tourniquet Pouch works way better than your standard rubber band setup.  Secure, yet easy to access.  For attachment it uses in integral length of webbing with a stiffened end portion that you weave through your PALS then insert the stiffened portion back through to secure it.  Works great... secure and easier than using clips or snaps.  I use this on my active shooter plate carriers.  It is low profile and integrates well with all types of gear.

Might seem like a solution in search of a problem, but preferable to rubber bands or other improvised mounting methods because you're not forced to choose between banding it down so tightly that you can't get it out easily (like in a self-aid situation where you might be impaired), or so loosely that it snags or gets yanked off your kit. Also, if your organization issues the new safety orange Tq's, this helps subdue those. Secured w/adjustable hook/loop flap, compacted by nice wide elastic bands that won't snag on the Tq. Works well, looks good. Marz uses a weird PALS strap that takes a minute to figure out but once you do, it holds rock solid.
